About Singleplayer: it's a DRM issue which is not yet supported (CEG, probably). It works if you replace iw4sp.exe with a cracked one.
When the resolution is below my screen resolution, the image doesn't fit the window (it's zoomed). It's fixed with d9vk (https://github.com/Joshua-Ashton/d9vk). Unfortunately, it's still windowed...
The game will be stuck on the splashscreen.
To launch the game, go to:
<Steam-folder>/steamapps/compatdata/2229870/pfx/drive_c/users/steamuser/Documents/Command and Conquer Generals Data/
Create a file named (the capitalized 'O' is important):

Don't use DirectX12, it will saturate the VRAM and the textures will become blurred. Could be a bug with VKD3D or Mesa. No issue at all with DirectX11.

Missing/black textures are fixed with d9vk (https://github.com/Joshua-Ashton/d9vk). Now it runs perfectly!
Missing/black textures are fixed by default with Proton 4.11, you don't need to use d9vk anymore but it's probably better to activate it with "PROTON_USE_D9VK=1"

Black textures are fixed with d9vk (https://github.com/Joshua-Ashton/d9vk). It now runs perfectly, no more dark eyes!
D9vk is not needed anymore to fix the black textures (but you can enable it, it's probably better).
In my case, I just have a black screen when I launch the game. It only works when I install d9vk (https://github.com/Joshua-Ashton/d9vk). I also tried with "protontricks 12210 d3dx9" but with no success...
My cursor was flickering, but with newer versions of Proton, it's fixed. And performances seems to be better (constant 60fps).
First, it's a DRM issue. Replace the original .exe with a cracked one. But, now there is a DirectX error (code 5 / DXGI_ERROR_UNSUPPORTED) which is also an issue on Windows...
Sorry, it's a double report but I have the solution:
You still need a cracked .exe to bypasse the DRM which is not supported yet. Then, with protontricks, install : d3dcompiler_43, d3dcompiler_47 and d3dx10.
Everything seems to work perfectly, even my DualShock 4.

I can confirm that missing textures are fixed with d9vk (https://github.com/Joshua-Ashton/d9vk). Now it runs perfectly!
With Proton 4.2-3 you don't need to reinstall dotnet40 anymore. It works but some textures are still missing...
It's a DRM issue (CEG which is not yet supported by Proton). If you replace lcgol.exe by a cracked one, it works perfectly.
Even with "protontricks 287450 dsound directmusic", my sound is still crackling. I don't know why it works for the others...
With Proton 4.2-5, Steam overlay doesn't work anymore and I have huge graphical glitches. It's not playable. In the contrary, it works well with Proton 3.16-4.
For a weird reason (but it also an issue on Windows), if your audio is set to "analogic surround output", it will crashes after the Sumo logo. You need to set your audio to "stereo". After that, it works perfectly (even the configuration panel)

You need to download msvcirt.dll v5.0.0.7022 and put it in the game's directory. Then it works flawlessly.

Now you can launch the game, but graphic options in the configuration panel are broken (and there is no text file to change them manually) and some textures are missing (black).
You can still play the game, but the missing textures are not an enjoyable experience...
Missing/black textures are fixed by using d9vk (https://github.com/Joshua-Ashton/d9vk), I have 2 weird textures at the very beginning before you enter in the restaurant but it was the only time in ~1h of play time. Unfortunately, you still need a crack and graphical options are still broken. But you can play the game!

To launch the game, you need to install these 2 patches:
TimeShift Update 1.2 (Steam)
TimeShift Fix for Startup Crash with > 8 Thread CPU 1.0.2
And delete bin/TimeShift.Exe
(note the capital letter E) in the installation folder
It would be too complicated to explain here. Voodoo is quick to install, but you will need much more things to have audio working properly.
Make it simple:
Download the game, then install it with Lutris:
https://lutris.net/games/install/11129
Then play on Lutris or copy/paste the folder created by Lutris to the Steam's folder.
(it only works with Vulkan, with OpenGL everything will be black)
