Wasn't able to make it work
Spent about 3-4 hours trying every method mentioned here and methods that worked for other games. Nothing helped, tried many versions of proton and GE-proton. Played the game on this machine about 6 years ago by running the windows version of steam in wine, but this time, with native steam, nothing worked.
Further inspection showed that the game just silently exits without any messages, errors or segfaults, so no idea what to do about this.
Tried several versions of Proton, including GE and Experimental, and none of them worked
Some versions technically made the game launch, but crashed within a millisecond after the loading screen showed up.
Application ran on my old computer. Now launches to splash screen then "The application has terminated unexpededly"
Tried changing proton versions no go. Tried installing PhysX no go. Tried restoring a backup copy. No go. Tried reinstalling. No go.
Terrible audio quality by default (definitely not a "minor issue"). Plays perfectly once that's fixed.
Major audio static in menus that sounds horrible. This is the simplest procedure I've found that will fix it:
- When the game has finished downloading, open Properties -> Compatibility and change to Proton 5.0.
- Launch the game. It will not start, but make sure you let the prerequisites finish before force-quitting.
- Uncheck Proton 5.0 compatibility, then go to Local Files and select Verify Integrity. There should be 1 file re-downloaded.
- Launch the game. Audio should be fixed now.
Had to fix an audio glitch by renaming "OpenAL32.new" to "OpenAL32.dll"
Change "OpenAL32.new" to "OpenAL32.dll"
The noise problems make it unplayable until you fix it. Good thing it can be fixed!

no necesario usar: "PROTON_USE_WINED3D=1 %command%".
Aparte tambien deben renombrar el archivo OpenAL32.new u OpenAL32.dll a openal32.dll en CompatData/21670/pfx/drive_c/windows/syswow64 si hay un acceso directo o enlace simbólico llamado openal32.dll eliminenlo y renombren el archivo OpenAL32.new u OpenAL32.dll a openal32.dll eso es todo el juego funciona bien 10/10 si desean pueden habilitar escritorio virtual en proton ge dejo video

Game works without tweaks. Audio problems are fixed by renaming a DLL. Locking the frame rate fixes some physics glitches and also gives the GPU a breather

The game runs perfectly exept I can't run it in borderless windowed mode like I did in Windows, but the game is not supposed to run this mode by default anyways

Audio has a crackling problem, but as Blisto91 said in the proton github issue, it can be resolved by renaming the openal32.new on the game compatdata directory to openal32.dll. The Konsole command mentioned (if installed on default route) is: "mv ~/.steam/steam/steamapps/compatdata/21670/pfx/drive_c/windows/syswow64/OpenAL32.new ~/.steam/steam/steamapps/compatdata/21670/pfx/drive_c/windows/syswow64/openal32.dll"

This is a problem with windows also needs to have OpenAL32.dll in game root directory you can get this from pcgamingwiki or openal website.
game physics don't all work if the framerate is over 144fps so i used libstrangle (see launch commands) probably best to match your monitors refresh rate. game runs at 500fps if uncapped
Game runs great with Proton 7.0 out of the box!
This game used to not run.
You need a crack to get around the DRM, but otherwise this game runs pretty well with only minor issues.
It's hard to explain, but it's like there's a high-pitched crackling/buzzing in the background. It's especially noticeable when there's rumbling sounds playing, but usually quiet enough that it's easy to zone out, and it never gets really annoying. Using the launch options that others have suggested below didn't fix it. From what I remember playing the PS3 version it may have happened occasionally there as well, though nowhere near as noticeable, so this may not be a Proton issue. All ingame audio is otherwise fine.
At the start and end of some chapters there are some minor artefacts when level transitions are in tunnels.
You need a cracked .exe in order to start the game due to DRM issues. Just follow the links posted by others below and replace the .exe already in the game folder.
Aside from the above issues, the only other bugs I had was occasional delay between grapple-kicking an enemy and actually hitting them which never happened to me on the PS3 version of the game. I also teleported out of the map once when I grapple-kicked an enemy, but that may just be a regular bug and nothing to do with Proton. I didn't try multiplayer, though I highly doubt anyone is still playing online nowadays anyway.

Using Proton 5 (or higher), the sound will be crackling, to resolve, choose:
- Use Proton 4 (or less) without any commands;
- Use Proton 5 (or higher) with "PROTON_USE_WINED3D=1 %command%".
Textures flickering at the entrances and exits of the chapters, but it doesn't interfere with the experience.
A legal game blocked by DRM. For now a crack bypasses the DRM.
The game has no opened at first, it was necessary to download an external patch to make run the game

The game starts, Steam saying it is running, and then it quits after a few minutes.
Basically doesn't show anything, process shows in system monitor and stops after a few minutes.

It's a DRM issue. You need to replace "bionic_commando.exe" by a cracked one.
UnknownGame's broken. It just doesn't run. Tried different versions of proton, also tried different tweaks. Nothing is working unfortunately.
