Very good native port
Added "taskset -c 0,2,4,6 %command%" to launch options
I get 10 FPS and unplayable input lag if I enable HD Flashlights but if I disable that and max up every other setting the game runs fine.
Works better than Windows
I had some performance problems during the tutorial. When I tried to open pause menu during tutorial FPS dropped significantly but after the tutorial everything was fine.
In my setup I had better performance with DX12. The game also run better than Windows since some of my friends were having stutter issues. Maybe on the first launch due to shader compiling you might get some drops but after it is complete you are good to go.
Proton works better than native
Co-op works without any problems
Native version has artifacts problems with Nvidia Driver 495+ with some tweaks you might be able to overcome this but the game runs without any issues with proton. I played the whole game Co-op with my friends and I have experienced no issues.

Multiplayer works very well
I have tried to use LatencyFlex but when you give the env variable "DXVK_NVAPI_ALLOW_OTHER_DRIVERS=1" (LatencyFlex requires this) DLSS stops working (not avaible in the options). Other than this I am using DLSS and ray tracing without any issues. I suggest launching the game with DX12 and async compute enabled from the in game settings.
Fullscreen causes a black on focusable window to spawn, launch windowed then use alt+enter to fullscreen
Setting graphics settings extreme (not every option can be set to extreme) causes game to not load
My G29 steering wheel worked fine but it had its brake and accerelate axis mixed up, was easy to fix though. Other than that this game's wheel support kinda sucks (not related to linux), it causes a very bad driving experience, if you want to have the best experience just use a controller.
Runs without any issues
I played this game with a Playstation 3 controller connected with bluetooth and everything even the vibration worked out of the box.

Last mission is broken both on Linux and Windows you can't climb to the chopper, only way to pass that part is to lower your FPS somehow like 10-15 FPS. I tried to stream the game on Discord and since this game is poorly optimized on PC it did the trick for me.
I have noted the last mission bug.
If you are using a dual monitor setup and when you alt tab out of the game, the game will get stuck on loading next time when you try to load into something (for example a mission). But this issue seems to present with Windows also.
On GTA IV last mission is bugged to fix that either look for a mod/fix or try to lower your fps bellow 30 somehow. This issue is not related to Linux.
This game has bad optimization so if you get lower FPS on your hardware don't be surprised.
Tutorial videos are not working but I think they can fixed by using a custom Proton version with Media Foundation fixes applied.

Tutorial videos do not play if you are running Steam Proton, Proton by GE fixes this issue.
Steam overlay seems to crash the game, first time I played on Linux it worked fine but the second time as soon as my Friend sent an invite my game crashed. Other than this issue game runs without any problems.

I am using a PS3 controller and many people wrote that you had to disable Steam Input for controller to work but for my case I had to enable Steam Input for my controller to work.
I was able to connect to my friends and they were able to connect to me without any issues. I haven't tried playing with randoms though.
Controller setup might set you off at first but after that it was all smooth. Also do not enable in game FSR it look horrible use the Proton GE FSR.
Game crashes occasionally but I can't really relate this to proton/wine because the game also crashes occasionally on Windows too. It has poor optimization due to its bad game engine.
Native version performs worse compared to Windows version played through Proton but it wasn't as bad as other people claim to be, at least for my setup. I use Proton because it is way easier to mod the Windows version of the game.
Also I recommend enabling v-sync as it reduced crashes for my setup both on the native version and Proton. On the native version enabling v-sync from the game settings did nothing but if I enabled it through nvidia-settings or forced an environment setting before launching the game it worked. Enabling v-sync on the Proton version can be done in game.
Runs without any issues
I didn't really use the in-game voice chat but my friends have used it (they didn't mean to they pressed the push to talk button by accident) and I heard them without any issues. So I think in-game voice chat should work without any issues.
Voice recognition does not work so you can't technically ask the ghost questions but the spirit box will still work because when you turn it on it asks random questions so you will get a reply anyway. You won't be able to use the Ouija Board since it also uses the voice recognition but it is not a crucial part of the game.
Not related to Linux but this game does not use cloud saves so backup your save files if you decide to delete the proton prefix or anything else that might wipe your save file.
Reducing texture resolution to half fixed the problem. The rest of the settings are on max except bloom because I hate it.
Others did not report performance issues so this could be related to my setup only.

My FPS is stuck on 10 on some of the newer maps making them unplayable.
Game would sometimes get stuck on 10 FPS (issue seems to not appear with DX11).
Under the door mirror device causes significant performance issues on my hardware it caused huge FPS drops.
Multiplayer worked fine when I got playable frames.
Some of the maps are unplayable but since the game in early access they will be fixed in the future hopefully. Also do not launch the game in DX12 since it caused huge performance issues.

Car dealership map is a stutter mess, basiclly unplayable. Other maps play fine
Game sometimes crashes, sometimes it runs for hours of gameplay without any issues. But usually crashes happen during loading screens not in mid-game.
Multiplayer works without any issues, voice chat was not working but it also was not working for my friend on Windows so might be a bug with the game.
I am also using DLSS and LatencyFlex (you can install LatencyFlex on flatpak steam, search the internet for how to) and they both seem to work fine.
Currently when trying to join other people you will get stuck at "locating fresh supplies". Read the workaround bellow
In game voice chat does not work. You can't hear or speak to anyone. If you want to play with randoms you need to use normal chat.
There is a noticeable performance hit compared to Windows but if you have good enough hardware it will be fine.
If you get stuck at "locating fresh supplies" you need to force close the game, restart it, say "yes" when the game asks you to rejoin and hope for the best. You might be able to join your friends after a few tries.
You can try to host the crew yourself which you might have better luck with it.
This issue also seems to happen on some Windows users but they can usually fix it with one restart while on Linux it requires multiple.
Works without any problems
Voice chat is fixed with Proton 7.0-1 and deed notifications are also working now too.
Only missing thing that you could say is the Xbox (Windows Key + G) functionality from Windows but since you can invite friends through Steam and even invite them from Xbox from in-game menu this shouldn't be problem.
Works like a native title
While I was using a tiling window manager (DWM) fullscreen broke the game (black screen) if I switched to another work space but the game works fine on normal desktop environments (I am using GNOME right now).
