From right click via game in Steam, select 'Manage' then 'Browse local files' /Makaimura_GG_RE/config.ini and change TargetPlatform=DirectX12 to TargetPlatform=DirectX11
I only saw one other report where a user had to change to DX11 others didn't seem to have the issue.
