I tested with Proton 3.7-8 and 3.16-1 beta and neither fixed the issue. I also tested with disabling esync, d3d11, and using wine d3d11 and none of them worked. The game appears to work fine, but fps drops to <10 in dungeons when looking towards the center of it.
What you need to do to make the game run properly is navigate to "SteamLibrary/steamapps/common/Cyberdimension Neptunia 4 Goddesses Online/CryberdimensionNeptunia4GoddessesOnline/Binaries/Win64" and copy the contents of this pastebin entry into dxvk.conf (create the file if it doesn't exist) https://pastebin.com/CBy0fxS4
If you don't have Win64 try Win32
It works perfectly so far on 3.16-9, but 4.2-7 gets stuck in the opening cutscene after starting the game and also has the audio cut out after some time.
The Rockstar Launcher installed and ran fine. The game also ran fine. It didn't work at all a few days ago, but it's working now.
after copying DSETUP.dll and dsetup32.dll from subfolder _CommonRedist/DirectX/Jun2010/ and pasting it into the main folder, the game works perfectly.
A couple of the screens are black when loading the game, but the game itself works. The game does slow down when monsters spawn though.
The present bugs with inputs make the game more difficult to play since there's no way to rebind keys to try and fix the broken behavior
left mouse button did not work and character was stuck permanently sprinting

Videos don't play and are black screens, but you can click through them. The minimap draws outside of it's box.
This is an update to my previous report from 4 months prior. The mini-map no longer renders outside of it's box, but the issue with videos not playing and the game showing a black screen at the start still persists
The game doesn't even start when using the normal version of Proton so I had to use Proton-5.8-GE-2-MF in order to get it to run. It would crash about every 15 minutes or so.
Game launches but freezes when the main menu should appear
The only issue I have is that the screen goes black if I try to use fullscreen
The game runs, but the audio is kind of crackly, opening the menu requires you to alt-tab to regain mouse control (and then again after you close the menu to fix the mouse sensitivity), the mouse likes to drift to the bottom right. This is even after applying the fixes suggested here. https://github.com/ValveSoftware/Proton/issues/1199
