I did try this but not sure if it does anything: INSTALL FOLDER, the json config file:

The main change is using Steam's FSR with sharpness which makes the game way nicer. For that you need to change in game using Windowed Mode with a res of 1024x576
40 FPS Cap, Manual GPU 1300 hz
- In game: Activate FSR 3 Quality and turn on Frame Generation. Unlimited FPS

In the Decky Loader:
- Plugin Powertools, also created a game profile and changed the governor to performance
- Plugin "LetMeReshade", I'm using this reshader for FSR sharpness, way better than the sharpness setting in game: Amd FidelityFX CAS

This game has a memory leak problem and crashes the game. If it does crash, it's best to reboot the Steam Deck.

I used the LCD 70hz mod so I could play at 35 fps at 70 hz https://github.com/ryanrudolfoba/SteamDeck-RefreshRateUnlocker . Also used the Decky Plugin Powertools to set the game profile and changed the Governor at "Performance". Also used the A.P.T script https://github.com/RickS-C137/SteamDeckTuning/tree/main . Also have Undervolting at Undervolting, o meu está 50 cpu, 40 gpu, 50 soc
L4 run and R4 dodge.
On the Steam Deck, there will still be FPS drops while roaming the world and when there is some heavy combat.

Ingame setting, Graphics: Set to Original and then I changed Textures to low, Shadows to low, Anti-Aliasing at FXAA
Steam Performance Tab: Frame Limit: 35FPS/70HZ with mod, 30FPS/60HZ without Enable Allow Tearing TDP Limit: disable Enable Manual GPU Clock: 1300 mhz (this helps with shutters, you will notice if you go higher than 1300 mhz, the CPU ususage starts to go up and you will get more shutters because cpu can't keep up with the gpu)
Works great on the LCD Steam Decks with Proton 7.0-6. Does not work on the OLED versions.
I usual like playing between 40 and 60 FPS. I do see the difference but in this game changing between 30 and 60 fps, is like nothing changes. So I just left it at 30 FPS. The TDP can also go very low, this game was made for mobile phones so it is very efficient. But this is some small slow downs in the lobby where you can see a bunch of other players, but nothing very serious.
If you use Proton 7.06 it is totally stable. In recent protons, most of the time if you press in the upper right corner icons, the game most likely but not always crashes. Most of the icons can be done in other ways but some aren't easy to find.
This game does not work on OLED Steam Decks. It only works on LCD ones. I have not found the reason why, perhaps something to do with the OLED scree or the new Wifi 6 antenna is my guess. Also if you have problems with the initial account creation, you can go directly to their site and create an account: https://pass.levelinfinite.com/ The google account doesn't work in SteamOS, only in the Linux Desktop mode.
Runs great at 60 fps. So in the Steam Performance tab I disabled frame limit, TDP limit at 8 watts, turned on allow tear and Manual GPU Clock at 1100 mhz. Just a side note, sometimes it felt like it didn't apply the 1100 mhz, so I just turn it off and on and I was back to 60 fps
In game graphics in order: 1280x729, Full Screen, felt better with vsync on, 60 hz, 60 fps, FX-AA3HQ, High, High
That's why you need to use GE-Proton7-49. It's the only proton that fixs the strange green lines

Not a long game and you should play Resident Evil 2 first. RE3's first part is before RE2 and after the middle is after RE2.

I played mostly at 40 fps to have a stable 40. But this game when you get to the second to last boss, you have to be above 45 fps or the boss will just not stop running. You can play this game with fps disabled or just cap it between 45 and 50 perhaps for a more stable run.

Now the fps is the tricky part, for a stable perfect fps, cap it at 40 but like said there is a bug with the boss before the last one where he will not stop running around the area. You need to be above 45 fps. I just disable fps toggle and played to the end. This last part ran very well. It's in the city the fps can go up and down.
Used the Deck Plugin LetMeReshade, since I'm usinf FSR 2, I applied the "AMD FidelityFX™ Contrast Adaptive Sharpening (CAS)" shader for more sharperness

In game: Everything on the highest and Anti-Aliasing 8X
This can can run at 60 fps but it has some dips and for some reason It didn't feel 60 fps in some cases. I capped it at 50 fps and had no dips.

- In game settings: everything at max, turn off vsync, brightness at 30

Sometimes when you go throw a door and I'm guessing the game is loading the level, the fps goes down to about 40 fps. But if you just wait a bit it goes back to 60 fps.
Steam Performace Tab: if you don't mind the fps going to 40 fps in some cases where it is loading the level after a door, use these settings: only turned on Allow Tearing and 12 TDP. If you do mind, turn of TDP limit and set the GPU limit to 1600. Doesn't go lower then 50 fps and it recover much faster to 60 fps.
In game, turned off vsync, the rest was all at max.
