If change to force steam input, gamepad buttons bind ok

After tinkering with the files and doing the fixes mentioned in my post the game is totally playable and enjoyable.
The game is poorly optimized and full of glitches even on Windows, so it's not Proton's fault that you may experience a lot of problems.
I have installed custom directx config files in the .exe location - they fix slow motion performance and cutscenes lag/audio -, but in order to do so you need to replace the bhd.exe game file to an older version. These files are available in the comments section of this brazilian youtuber's video: https://www.youtube.com/watch?v=EzEOm7PrUDE (I have followed the steps both on Linux and on Windows before and the files are safe. Also, Steam achievements keep working normally.)
From the https://www.pcgamingwiki.com/wiki/Resident_Evil_HD_Remaster article I also recommend installing the Fusion Fix, which enables door skip and has a option in its config file that improves performance.
Without these fixes I was playing the game at 20-30fps, with heavy slow motion. Now I can play it at 55fps and it's very smooth, especially considering my hardware.

Runs great at 60 fps. So in the Steam Performance tab I disabled frame limit, TDP limit at 8 watts, turned on allow tear and Manual GPU Clock at 1100 mhz. Just a side note, sometimes it felt like it didn't apply the 1100 mhz, so I just turn it off and on and I was back to 60 fps
In game graphics in order: 1280x729, Full Screen, felt better with vsync on, 60 hz, 60 fps, FX-AA3HQ, High, High

Playing with Proton Experimental leds to an odd graphical bug in game where you cannot see the player model.
Some slight Frame rate dips during the laboratory section.

proton
fonctionne très bien, RAS

ran perfectly with GE (without it no cutscenes play) + modded with reupscale, retconpack and remastered inv icons etc.

Played through the whole game with GE9-20 without any issues whatsoever, performance was perfect.

Unfortunately, nothing I tried helped with the audio and video synchronization during dialogues in both cutscenes and in-game.
PROTON_FORCE_LARGE_ADDRESS_AWARE=1 PROTON_USE_WINED3D=1 gamemoderun %command% /WineDetectionEnabled:False
Both in cutscenes and in-game dialog the audio is not sync with the characters actions.
I only managed to fix the game's stuttering audio using Proton 7.0-6, not the current experimental version. Unfortunately, nothing I tried helped with the audio and video synchronization during dialogues in both cutscenes and in-game. The rest of the game works well.
Here's my tip:
Force this particular game to use Proton 7.0-6.
Set these launch configurations:
PROTON_FORCE_LARGE_ADDRESS_AWARE=1 PROTON_USE_WINED3D=1 gamemoderun %command% /WineDetectionEnabled:False
Game runs perfectly, had to run on experimental proton to fix the audio lag in cutscenes.
gamemoderun %command%

Cutscene audio falls out of sync if texture map level is set to medium or higher.
Cutscenes would only play under a Glorious Eggrolls version of Proton. Cutscene audio falls out of sync with the video if texture map level is set to medium or above.

Light Screentearing in some Scenes.
With standard Proton the FMVs do not play. No Problems with GE-Proton

I had to use Proton GE to get the video cutscenes to work. Otherwise there would be a static tv image (colored bars).

%command% /WineDetectionEnabled:False
Crashes when you save at the typewriter, but save does take.
You have to use the wine options specified or cut scene videos won't work. You'll hear audio and see a no feed style screen.
Started with Proton Experimental. It worked, but caused crashes on saves. The save does apply but fails with an error opening file 'serviceinfo 5'. Playing now on GE-Proton9-5. Videos working with the launch options.

The game runs without any tinkering, but is even better with Proton-GE, fusion fix and upscaling mods!
gamemoderun %command%
To get fusion working, select Resident Evil in Protontricks, select default prefix, go into winecfg, then library, now add an override by typing "dinput8", select that one and click "Add". If it says "dinput 8, (native, builtin)" in the list you're good to go. Apply the settings, and now Resident Evil should startup the dinput8 in the game files and properly apply fusion.
Sometimes upon game startup the game has black bar artifacts on the screen, simply restart the game and it'll be gone.
Can not go higher than 1920x1080 without ThirteenAG's fusion fix
Your monitor will go into sleep mode without "gamemoderun %command%" in steam properties if using controller.
Turn off upload saves to avoid crashes
Even if you don't want to apply ThirteenAG's fusion fix, use Proton-GE, without it there will be no FMVs and there will be an error screen as regular Proton legally can't have the required codec.

The game runs great, but is surprisingly heavy. Can't achieve 90 fps medium, so I went for 60 fps high/medium. 16 watts usage.
You need Proton GE to see fmv cutscenes properly. Runs great, though no true 16:10 without tinkering.

6 TDP & 600 MHz @ 1280x720 / V-Sync Off / 30 FPS / Shadow & Texture Quality: High = 100% > 15% battlery life: 3:30 - 3:45 hrs.
Checking the in-game settings box that uploads yours saves to RE.net will cause the game to crash after you save. If you turn it off there are no problems. This is apparently a fix to it, but I haven't set it up yet: https://www.pcgamingwiki.com/wiki/Resident_Evil_HD_Remaster#RE.net_Account_Link_Data_Upload_Crash
I applied the REupscale project & UI Improvements mods from the link I provided. I tried applying the Resident Evil Fusion Fix, but it didn't work. I'm using Proton GE 7.55, so I don't have issues with the game playing the FMVs. Otherwise, I would have to use protontricks and install WMP11. I've beaten the game twice since installing REupscale & the UI Improvements and haven't had any crashes. Even prior to using those mods I didn't have any issues when it came to crashes.

none
Proton-GE did launch the game in windowed mode; however, when attempting to make the game fullscreen, I received the error message: "Err09: Unsupported Function". I switched to Proton 7.0-6 and the game runs in fullscreen perfectly! I also found that Proton 8.0-5 runs the game just fine. I didn't have to install anything through ProtonTricks and I didn't need to set any launch options for the game to run. However, I experimented by adding "DXVK_ASYNC=1 %command%" in the Launch Options and I noticed the game ran slightly smoother for me.

PROTON_FORCE_LARGE_ADDRESS_AWARE=1 PROTON_USE_WINED3D=1 gamemoderun
Missing cutscenes, later fixed by installing Windows Media Player in the Proton instance
Though I wish Capcom would've went through the effort to just port the game to Linux natively or just hire a 3rd party company to do it, running it under Proton certainly isn't bad. In my experience, the game runs just as well as on WIndows, even with some mods installed, though I had to install Windows Media Player via Wine Tricks in order to see the cutscenes.

gamemoderun %command%
worked out of the box without wmp11 bs so that is a huge win in my book

The game works out of the box with Proton Experimental
The first zombie encounter yielded colorbars.

Install WMP11 on Proton Version 8.xx!
Make sure Proton is using Windows 10 with "winecfg" in ProtonTricks first, then close Steam and install WMP11
The video cutscenes are broken in all versions of Proton which run the game, at this point in time. The only solution I found to this was to install WMP11 through ProtonTricks. This solved the issue and cutscenes play with any graphics settings.
Enter the survival horror B^)

Not all FMVs play with default Proton. The intro movies played but the first zombie encounter yielded colorbars.

Used protontricks to install wmp11
Video FMVs do not play if wmp11 is not installed
FMVs not playing is the only issue playing vanilla, and only at higher graphics settings.

30 fps cap (in game)
Some cutscenes are bugged. Fixed with protonGE
This game shouldn't be verified with the cutscene issues. Also you can't cap the framerate to 40
The game works right away, I completed the campaign without experiencing a single issue.

PROTON_USE_WINED3D=1 %command%
Game slows down in some parts. Probably because it's poorly optimized.
This game is locked to framerate, so you may need to set the framerate to variable on in-game settings. Also, you need the command above to open it.

Windowed mode only
There's no way to make the game fullscreen. Otherwise, it works flawlessly.
If the share save with RE.NET is set to ON the game crash when we save, but you can load the game normaly. Set it to OFF and you are good.

Remember to use proton 8.0-3 instead of Experimental.

Now works out the box
A few weeks after my latest report there was a Steam Deck-related update to the game and it now works out the box, no more protontricks wmp11 tweak required.

2 yrs later update
bugged cutscenes OOTB
The game once refused to launch whatsoever unless wmp11 was installed via protontricks. It now launches out the box without this, although all the cutscenes will be broken and they are quite essenstial to the gameplay so I'd say it's still a necessary tweak.

30 fps (in game cap), V-sync Off
When setting the game to 40fps/40hz, the game had a noticeable slowdown, affecting gameplay. Keep at 60hz and use either 60fps or 30fps cap (from the in-game settings)
On Proton 8.0-2 or lower, the gameplay works, but videos are corrupt (audio works though). On GE-proton7-55 and GE-proton8-6, the videos play fine and everything works, even with textures set to high.
Default mappings are ok, but I highly recommend searching the community layouts for better mappings (there are versions for either classic or alternate controls)

Out of the box it's only playable. I had problems with cutscenes but I found solution for that
Playing without cutscenes can by pain it the butt but I fixed it by using ProtonGE 8-6 and setting Game Resolution to Native (1280x800 works as well 'cos it's native resolution). I could set ingame video settings to maximum with no cutscenes issues.
Game works fine with medium or below graphical settings, most users will not have issues with this restriction.
Corrupt cutscenes when graphical settings are set to 'high'.
There are reports of cutscenes working on high graphics using Proton GE, I have not tried that and so I cannot confirm that as a solution.
In my case the game didn't launched with latest proton (7.0-6 at the time). It just kept crashing immediately. My solution was to go back to an older version of Proton (5.0 iirc) and then it launched fine.
Once it launched for the first time it worked with newer Proton versions too, just videos won't work as other reports mention.
Proton-GE was able to show the cutscene videos.
Works out of the box. however if Textures are set to "high" videos are corrupt (intro), but gameplay works.
If in graphic settings the textures are set to "high" some Video Sequences are corrupted. Standard settings work out of the box
