with default Proton, switching to Proton-6.4-GE-1 entirely fixed it

Here is how I made the gamne launch at least:
install Oblivion install Nehrim
install protontricks: python --version (if lower than version 3, install python 3) sudo apt install python3 sudo apt-get install winetricks wget https://raw.githubusercontent.com/Sirmentio/protontricks/master/protontricks && chmod +x protontricks sudo mv protontricks /usr/bin/protontricks
start oblivion once start Nehrim once
install steam with protontricks protontricks 1014940 steam (fails with checksum error, but downloads the steam setup)
install steam on oblivion in C drive using wine (winetricks also fails with checksum error) WINEPREFIX=/home/YOURUSER/.steam/steam/steamapps/compatdata/1014940/pfx wine /home/YOURUSER/.cache/winetricks/steam/SteamSetup.exe
WINEPREFIX=/home/YOURUSER/.steam/steam/steamapps/compatdata/22330/pfx wine /home/YOURUSER/.cache/winetricks/steam/SteamSetup.exe
change drive in /home/YOURUSER/.steam/steam/steamapps/compatdata/1014940/pfx/user.reg and /home/YOURUSER/.steam/steam/steamapps/compatdata/22330/pfx/user.reg from C to Z like shown below

Now launch Nehrim and the switcher starts, switch to Nehrim Click on launch Nehrim in the switcher and You get to the Nehrim Launcher Choose Your settings and select the data files. Then close the nehrim launcher! Launch Oblivion and Nehrim starts. Unfortunately nothing happens when You try to start a new game, everything else seems to work.
very enjoyable in singleplayer with mentioned parameters to fix audio, played more than 100 hours, Multiplayer was not tried
