Fullscreen rendering is completely broken using default proton. Windowed Fullscreen has its own issues with fractional scaling under gnome so wasn't an option for me.
Under Gnome 48
Initially, I tried to play this under Gnome. Fullscreen mode was completely broken for rendering, Windowless Fullscreen ran afoul of my fractional scaling settings and only gave me an enormous resolution.
gamescope can fix these problems, however, for whatever reason the screen would periodically pull to the bottom right very annoyingly. Maybe once every 30-45 seconds. I believe it is some interaction between gamescope and the mouse.
GE-Proton10-1 works without gamescope using the wayland backend at the correct fractional resolution. There are some graphical glitches in the startup splash but otherwise the game is fine.

The game crashes upon quiting but everything else works well.
1: I've to use Proton 9.0-4 because of freezing after a few minutes in the mission window. 2: Game crash when you're closing the game. Not important.

The game was working until hotfix 3 was released

On Notebook: since the hotfix 3 is online, the game will alltimes stuttering after gamestart. The video, the menue... I didn't try to start a match. On my main-pc: I tried installing and start the game first time today. If I used the same start command from my notebook, the game was crashing and didn't start. Without any commands I could start the game, watch the video without stuttering but after a few min, the game is freezing in a mission video or in the menue...

First (seemingly) successful setup used Proton Experimental
. While main menu and acutal playing was smooth, the game froze in the campaign screen, wher you select doctrines and otehr stuff. Switching to 9.0-4 solved that issue.
I noticed by accident, that Tempest Rising utilizes two audio output streams. One for BGM and SFX, and the other for unit speech. So you could play the first on the big 5.1 sound system, and the latter on an in ear piece. That is, if you want that.

Use Hardware Cursor to fix mouse lag
Enabling Hardware Cursors makes the game crash when stopped. Has no impact on anything else

Working flawlessly with GE-Proton9-27. With Steam Proton, Campaign video freezes, rendering you unable to start the first mission.
Tried only skirmish and campaign so far, but running perfectly without any video or audio issues after switching to GE-Proton9-27. Have not tried Multiplayer. Check https://github.com/GloriousEggroll/proton-ge-custom?tab=readme-ov-file#installation on how to include GE-Proton in Steam. I did not know about that and fiddled around with Lutris and HGL but would not get the game to start on those.
Only a few missions in so far, but playing very well on a Steam Deck with mouse + keyboard on a monitor

Theoretically no tinerking needed. Just used game-performance as it is nessecary in cachyOS because powere profiles are handled different here.

Everything will work flawlessly using the 'GE-Proton9.0-4' proton version. If you have any issues just switch to this version.
The game worked perfectly on proton hotfix and experemintal in skirmish and online mode; however, the campaign mode was always getting stuck on the loading screen.
so I had to switch to proton GE9.0-4 and after to switching that everything worked flawlessly.
Everything will work flawlessly with any proton version accept for the campaign mode. if your campaign mode gets stuck at loading screen just switch to this proton version 'GE-Proton9.0-4' proton version and all issues will be solved without any problems.

Limited Initial Playtime but Flawless, Didn't Try an Online Match
Got advanced access from purchasing Deluxe edition and it works out of the box, as far as I can tell. Steady framerate on Ultra with no observable bugs.

Without GE, the game would run sluggish (below 30 FPS) and only skirmish would load. Campaign would get stuck on an infinite loading screen.

Only works if I use proton experimental. By default uses AMD (integrated gpu) In this case it don't require proton experimental. need to forece it into using dedicated GPU.
I have AMD CPU and nVidia dedicated GPU.
I didn't try Multipluyer proper. But verified that lobby works.

I've got balck screen when I started scrimish. I could see UI and minimap (with POI shown but not actual map) and everithing hangs, even mosue isn't moving, and GPU usage drops to zero.

Well. Integrated GPU sucks, but I wasn't able to play normally even on low settings. Got below 20 FPS.
And game don't allow to change resolutuion. On;y use upskale shit.
It works on prpton on AMD as perfect as it could be, I guess. It's just performs bad on such videocards. I belive it would be the same on M$ Winshit
