Without tinkering, the game experiences frequent stuttering and frame rate drops. In order to fix them, I had to download and run the 'FNV 4GB Patcher' as well as the 'FNV BSA Decompressor.'
After doing so, and setting the right launch options in Steam, the game now runs buttery smooth at an average of 130 FPS with 1% lows of 95 FPS.
Note: I also installed 'NMCs_Texture_Pack_For_New_Vegas' and 'NMC's Pre-Generated LOD Updated' but they shouldn't have much, if any impact on overall preformance.

The game launches to a black screen while using the Vulkan renderer.
To fix this, you must change the default renderer from Vulkan to DirectX12. This can be done in the games config file by changing renderer_type=Vulkan
to renderer_type=DirectX12
The config file (poe2_production_Config.ini) is located within the games Proton prefix. For example, mine was located here:
~/.local/share/Steam/steamapps/compatdata/2694490/pfx/drive_c/users/steamuser/Documents/My Games/Path of Exile 2/poe2_production_Config.ini
After changing the defult renderer, the game seems to run without any major/noticable issues.

Replaced the default Engine.ini file with the one provided by the Ultimate Engine Tweaks mod.
These are not Linux issues, but performance dose heavily fluctuate depending on how complex the scene is. At it's best, I saw ~132 FPS with 1% lows of ~100 FPS, and ~86 FPS with 1% lows of ~50 FPS at it's worst. Howver, it seems the game generaly settles at around 100 FPS with 1% lows of ~60 FPS in most cases.
Game will also stutter during loading screens, when loading in new terrain in the open world, and when opening game menus.
