Without tinkering runs at a pretty stable 30fps, with tinkering can get a mostly stable 40fps

Mapped the right touchpad to a zoom in case there was small text.
Locked refresh rate to 40hz and in game fps to 60. Ambient Occlusion off and Texture Quality set to Normal.
Some text can be small.
Recommend install MetaphorFix. Not for 16:10 as the UI will abruptly cut off where the extra space of a 16:10 screen begins but for Analog movement and to reduce LOD to 7 and Shadow quality to 1000. Dungeon areas and smaller areas run perfectly at 40 fps. Larger enviorments like the first town market area and the harbor town can drop to around 25 fps at times. Installing the fix above can raise fps to a more stable 30 making drops less noticeable from 40.
Disabled motion blur via config files.
Locked refresh rate to 45 Hz and in-game fps to 60
Input functions strangely. If the in-game FPS is set to 60 and you lock the refresh rate to 30 or 40fps, there will be noticeable input delay or lag. This is most noticeable while turning the camera as it'll move and stop with noticeable lag. This is even more pronouced if the fps is capped at 120 and you play at 60 or 30. 45 is a good sweet spot where lag is less noticeable and saves on battery.
Some cutscenes (not the intro, an example would be one that plays during Episode P4 in Chie's "The Meeting") will show TV static and color bars upon playing. The only way to fix this is Proton GE
Game runs fantastic, if all you want is the online and arcade modes, then you don't need to tinker at all. If you want to play the story, use Proton GE and all cutscenes will load properly.

Audio missing without proton launch options. Those specific launch options only seem to work on older version of proton GE. Even with the launch options audio can be out of sync.
Some story cutscenes do not work, they show color TV bars and static. Using Proton GE fixes it.
In order to play through the story mode you will need to use older versions of Proton GE like the one I'm using in order to make cutscenes work and launch options to make the audio in those same story cutscenes work. The intro and some other cutscenes work fine without tinkering, it's seemingly random which specific ones show TV color bars and have no audio. If you just want the gameplay or online, then no tinkering is required.
Locked to 45 fps. Lower can create ghosting and choppiness.

Weird loud buzzing after cutscenes in Proton Hotfix
Proton Hotfixes is required for some boss intro cutscenes, and then Proton-GE8-27 is for some comic book style cutscenes. Had to keep switching but mostly left it on 8-27. 2 bosses later on require hot fix, but one of them is the final one then the cutscene directly after the fight requires GE-8-27. So I did the boss fight twice, once with hotfix, then did it with GE and skipped the first cutscene.
Game will crash upon changing "Shader Detail" while playing, ensure you change it while on the title screen or not at all as the demo is short so it doesn't save upon closing the game.
A wonderful demo for the real game, runs at a locked 60 fps the whole way. Camera controls somewhat odd but doesn't matter that much in a game like this.
Game save data did not carry over from PC despite saying it had cloud sync. Had to manually transfer.
The game's VHS filter can look too blurry on the 800p screen, I recommend turning it off for better clarity. Game ran at a near perfect 60, very rarely on beat maps with lots of enemies it dropped to 58 fps very briefly.
