Runs great at 60 fps. So in the Steam Performance tab I disabled frame limit, TDP limit at 8 watts, turned on allow tear and Manual GPU Clock at 1100 mhz. Just a side note, sometimes it felt like it didn't apply the 1100 mhz, so I just turn it off and on and I was back to 60 fps
In game graphics in order: 1280x729, Full Screen, felt better with vsync on, 60 hz, 60 fps, FX-AA3HQ, High, High

Played through the whole game with GE9-20 without any issues whatsoever, performance was perfect.

The game runs great, but is surprisingly heavy. Can't achieve 90 fps medium, so I went for 60 fps high/medium. 16 watts usage.
You need Proton GE to see fmv cutscenes properly. Runs great, though no true 16:10 without tinkering.

6 TDP & 600 MHz @ 1280x720 / V-Sync Off / 30 FPS / Shadow & Texture Quality: High = 100% > 15% battlery life: 3:30 - 3:45 hrs.
Checking the in-game settings box that uploads yours saves to RE.net will cause the game to crash after you save. If you turn it off there are no problems. This is apparently a fix to it, but I haven't set it up yet: https://www.pcgamingwiki.com/wiki/Resident_Evil_HD_Remaster#RE.net_Account_Link_Data_Upload_Crash
I applied the REupscale project & UI Improvements mods from the link I provided. I tried applying the Resident Evil Fusion Fix, but it didn't work. I'm using Proton GE 7.55, so I don't have issues with the game playing the FMVs. Otherwise, I would have to use protontricks and install WMP11. I've beaten the game twice since installing REupscale & the UI Improvements and haven't had any crashes. Even prior to using those mods I didn't have any issues when it came to crashes.

Install WMP11 on Proton Version 8.xx!
Make sure Proton is using Windows 10 with "winecfg" in ProtonTricks first, then close Steam and install WMP11
The video cutscenes are broken in all versions of Proton which run the game, at this point in time. The only solution I found to this was to install WMP11 through ProtonTricks. This solved the issue and cutscenes play with any graphics settings.
Enter the survival horror B^)

Used protontricks to install wmp11
Video FMVs do not play if wmp11 is not installed
FMVs not playing is the only issue playing vanilla, and only at higher graphics settings.

30 fps cap (in game)
Some cutscenes are bugged. Fixed with protonGE
This game shouldn't be verified with the cutscene issues. Also you can't cap the framerate to 40
If the share save with RE.NET is set to ON the game crash when we save, but you can load the game normaly. Set it to OFF and you are good.

30 fps (in game cap), V-sync Off
When setting the game to 40fps/40hz, the game had a noticeable slowdown, affecting gameplay. Keep at 60hz and use either 60fps or 30fps cap (from the in-game settings)
On Proton 8.0-2 or lower, the gameplay works, but videos are corrupt (audio works though). On GE-proton7-55 and GE-proton8-6, the videos play fine and everything works, even with textures set to high.
Default mappings are ok, but I highly recommend searching the community layouts for better mappings (there are versions for either classic or alternate controls)

Out of the box it's only playable. I had problems with cutscenes but I found solution for that
Playing without cutscenes can by pain it the butt but I fixed it by using ProtonGE 8-6 and setting Game Resolution to Native (1280x800 works as well 'cos it's native resolution). I could set ingame video settings to maximum with no cutscenes issues.
Works out of the box. however if Textures are set to "high" videos are corrupt (intro), but gameplay works.
If in graphic settings the textures are set to "high" some Video Sequences are corrupted. Standard settings work out of the box
only texture setting "high" causes issues. With standard values everything works out of the box
Video Sequences fail to play if texture settings are set to "high" you can test this with the intro in the main window or by starting a new game. Gameplay is not affected.
30 FPS (in-game cap) V-sync: off TDP limit: 8W GPU clock: 600
Black bars at the top and bottom in 4:3

Dr. Gustav's report is correct, the game no longer launches with any current Proton. Using 7.37 GE works well and doesn't need any additional libraries for playing cinematics. It may be that some minor versions above 7.37 also work but I haven't tested them specifically.
Runs well with GE7-37. It did not start for me with default Proton nor with GE 7-41. No WMP11 installation was needed with GE.
Set TDP to 6W to save on battery and running the game at 30 FPS via the in-game options.

Final cutscene FMV when playing as Jill (only beat the game as Jill) is shown as colored bars and static in the bottom left corner, however the other FMVs played fine. Cannot vouch for any of the FMVs that play when playing as Chris.

WINEDLLOVERRIDES="dinput8.dll=n,b" %command%
GPU Clock set to 600mhz, 40fps
Use the 'Automatic Door Skip' mod found in the guides section. The one with the dll not the one with the exe combined with the launch option I mentioned in order to skip door animations and have faster load times on Linux/Steam Deck.

Plays perfectly by default now, including videos. High battery drain however, despite seemingly low CPU/GPU usage.
30 FPS cap
The cutscenes will not play on the default Proton version the Steam Deck uses, nor does Experimental work. Proton-GE could not launch the game. Using Protontricks I installed Windows Media Player 11 (wmp11) as a Windows component. After the installation finished, cutscenes could play (using default Proton version).
TDP: 6 watt GPU: 1000 mhz Gains about 30-60min depending on screen brightness.
With the default Proton version, everything works well except for some pre-rendered cutscenes. Switching to Proton-GE fixed the issue for me.
Game itself works fine but overall experience is cut back with some FMV sequences being borked.
Set TDP to 6 watts and adjusted GPU clock to 1000 Mhz. Game can be set to 30fps either through gamescope in in-game for extra battery boost. (If using gamescope framelimiter, set in-game framerate to "Variable.")
Some FMV sequences don't load properly, instead showing an error window with colored bars.
set refresh rate to 40hz and frame capped it to 40 fps
Ran fine for me at 60 FPS as well as functional videos. Only annoying thing was getting letterboxing in both original and widescreen (4:3 and 16:9) modes. Might be fixable with some config file tweaking.
limited fps in game to 30 fps, no audio pacing issues here. defaulted to 60 fps. 3.5 hrs, droped the cpu to 5w and gpu fixed at 1000 mhz. gained 45m to an hour. 4.25-4.5 hours
cutscenes sometimes borks, spefically ones like kenneths tape, or the fountain opening up. just shows colored lines in a row, like an ebs annoucement. sometimes pops in other cut scenes too as a background
defaulted to 720p 60 fps, no audio desync issues? capped it at 30 fps in game menu. The ingame physics is tied to the game, so capping with gamescope scope causes a lot of weirdness. some cutscenes work fine. some are borked. running at 60fps 2.5 hours. cap at 30 gives you an extra hour. since its a slow pace game and the in game physics scale to fps. consider 30 fps even if ya normally wouldnt. cap cpu to 5w and gpu to 1000mhz. give you roughly and extra hours. 4.5 hours.

Using both Proton 7.0-1 and Expiremental, the game plays fine with no noticeable problems, but cutscene video skips and falls behind the audio over time. This problem is lessened somewhat if the in-game frame limiter is set to 60 instead of the default 30.
Using GE-Proton 7.14, the game will not launch at all.
