Finished the game.

Works fine if using XAudio 2 when on Intel/Nvidia, otherwise the game is not playable correctly on that hardware combination.
WINEDLLOVERRIDES="xaudio2_9=n" %command%
Slight crackling sometimes.
Screen Tearing when VSync is activated. Disabled it and set framelimit manually, after that it was gone.
The game would slow down significantly, even though framerate was stable according to the FPS-Display of Steam. One CPU Core was permanently on 100%, same as in the previos game with the same results, at one point the game would become unplayable. This seems only to happen with Intel CPU/Nvidia GPU, as others with AMD Hardware don't report this.
If you are using an Intel CPU and or a NVIDIA GPU and you get the mentioned problems you can solve them by using the solution provided by user lugi (https://www.protondb.com/users/594087201) on the previous game. You can find the report here: https://www.protondb.com/app/2138610#QFOWFflDZC To cite his solution which worked for me on both games:
- Download the XAudio2 NuGet package: https://www.nuget.org/packages/Microsoft.XAudio2.Redist/
- Extract the file "build/native/release/bin/x64/xaudio2_9redist.dll" from the package and place it into your game directory, same place as "kuro.exe", and rename it to "xaudio2_9.dll"
- Add the above launch settings in Steam
This solved my main problems and since then I can enjoy this game. Thanks again to lugi for originally providing the solution here and on the steam forums of both games.

if you encounter vkQueuePresentKHR assertion error, disable steam overlay
Its working perfectly out of the box

Audio starts popping/crackling after around 1h30m - 2h30m hours of play, usually when the audio track changes, unfortunately a game restart is needed. Hopefully this issue gets patched.

The series is known for cross-save data. I didn't have the first game installed to carry over my clear data, so I had a backup just in case to drop into this game's compatdata folder (./steamapps/compatdata/2668430/pfx/drive_c/users/steamuser/Saved Games/Falcom) and drop a copy of the Kuro save in there. Folders should have Kuro and Kuro2 in there.
Game runs otherwise fine OOTB. Thanks Durante, for your hard work as always.
