On steam deck, if you're getting weird freezes it's mostly likely because you're on Preview or Beta. Switch back to Stable and it will work just fine. Note, changing Proton versions will not fix it. You have to be in Stable

The game is unplayable, no version of proton fixes it. The fps immediately drops to a crawl and never climbs back up. No amount of settings changes or combination of settings changes fixes it.

Had to glitch into the Rockstar Launcher setup screen. You might be able to get there easier in desktop mode. once it's setup, it works fine everytime
