The game runs without tweaks but has pretty bad performance. With the following start parameters it runs really smooth.
"PROTON_NO_ESYNC=1 DefaultLimitNOFILE=1048576 DXVK_HUD=1 %command%"
steam crashes on launch
Steam crashes on "initializing Vulkan shaders" and I haven't been able to even start the game. I tried several proton commands, all the protontricks mentioned here, verified integrity of files and what not. Nothing works.
Every other game that initializes Vulkan shaders works. This one is the only one not working.
Runs perfect out of the box, compared to native, which is buggy, crashes and can't play with windows friends.
Every now and then it takes a little time to start, but so far it always started with no necessary tweaks.
Whether its native or with proton, if you have trouble with the paradox launcher not...launching (╯°□°）╯︵ ┻━┻ try "SAFE MODE" and see if the game starts this way. Works for me all the time 👌
I can't compare it to windows, but runs very smooth on max and never crashed for me. Though the game drops quite some frames when a video (vlc, youtube) is running on my second monitor.
Use https://github.com/z0z0z/mf-install to get videos to work. Performance needs to warm up, before running smoothly, but that's probably due to running rc kernel 5.3 and having a gpu whose drivers are not fully matured yet.
I had no critical errors on quitting like others mentioned here.

I tried everything I could think of, switching Proton versions, updating graphics drivers, all the different launch options, reinstalling, verifying integrity, disabling steam overlay, ...
It starts up, I see splash screens, then the loading symbol with the bear, wolf, whatever and then it crashes to desktop with a crash report that tells me nothing useful.
