Running WINEPREFIX="/path/to/steam/steamapps/compatdata/2900/pfx/" winecfg and setting "Emulate virtual desktop" to true with the default values allows the game to start in a window, alt-tab to go to a different window, alt-tab to come back, then set your name and stuff to finally get to the main menu, but none of the buttons work.
Run WINEPREFIX="~/.local/share/Steam/steamapps/compatdata/2900/pfx/" winecfg and under Graphics tab, emulate virtual desktop of size 640x480
Game stuck at size of 640x480 in top left corner of screen due to virtual desktop
Drags a little on lowest settings but only due to my computers speed.
"Anti-cheat error: anti-cheat is not initialized"
Does not work well due to the window sizing and stuttering

Moved the config files and renamed the launcher.exe as stated below. Also tried disabling Esync and D3D11, neither works. The game prepares to launch, Steam says "Running..." for a few seconds, and then it stops.
-Rename sonic2app.exe to Launcher.exe, put the config files under Configs, and edit the resolution in UserConfig.cfg to be your resolution (mine was 1360x786, and it wouldn't work until I changed this). Runs beautifully now.
The game launches perfectly but fails to connect to the game server. Message: "A connection to the game server could not be established. Please check your internet connection."
I setup an account and ran the game perfectly without any issues all in linux. Didn't need a VM to setup an account.
