Considering my mid-range hardware the game ran smoothly with Very High settings and motion blur off, but geometry glitching (textured triangles popping up all over the show) made it unplayable - I'll experiment with different versions of proton as I've only tried using Experimental
Some hardcore gamers might find missing sounds annoying, but generally the game was very playable
Main menu music, speech, and a few sounds like player footsteps were missing
I'm quite pleased to report Fallout 4 intro animations were smooth in Linux Mint 19.3 x64 (they're jerky in Win7 x64 on same hardware), and the loading time between indoor and outdoor environs was faster in Linux too.

Light cast on surfaces by bulbs etc can be intermittent depending on direction of view, as though the light source turns on/off as you rotate direction
Updated to Proton 5.0-3, and the game runs flawlessly - it now has only the glitches it still has under Windows 7 :)

Only artifacts were in mushroom cave sequence, otherwise perfect
Adding PROTON_FORCE_LARGE_ADDRESS_AWARE=1 PULSE_LATENCY_MSEC=90 %command% from the start meant near flawless result from the get-go
Using Proton Experimental the game runs smoothly at 1080p on my 55" TV with 5.1 audio, a great experience!
Game runs flawlessly other than minor mouse pointer issue
When trading or selecting missions, the mouse pointer moves so fast its hard to make selections
Runs very very well at 4K on my hardware
Chapter 7 "Dead End" once slid down to where zurks are waiting can no longer control direction with mouse
A unique and lovely game in concept and in execution - runs well in Steam/Linux - one significant bug encountered but that is platform agnostic
Only (small) issue was that it seemed to take a very long time to sync from the cloud all my savegames - fully synced now and opens saved games much faster
