Move the original launcher executable away and replace it with arma3_x64.exe. Multiplayer worked on my own server. Performance is perfect (60+ FPS) on Ultra with FHD (1920x1080).
Works perfectly fine to have lots of fun

Steam cloud savegame synchronization between Linux PC and Steam Deck was problematic. Warnings about unsynchronized savegames even though the other device stated everything was up-to-date.
Rimworld works really well on the Steam Deck, even if, at first glance, they do not seem like a perfect fit. The power saving adjustments makes the game run for 4h+ on a fully charged Steam Deck.

Using Proton broke some rendering and made the game soft-lock, as already reported by others. Using the native Linux version, however, I experienced the game rendering partly outside my screens on my multi-monitor wayland setup and that made it unplayable as well. If you have similar issues, try using gamescope with the native version. I have no more issues since I started using it. The gamescope options can, of course, be adjusted to your liking.
