The game first played with no issues. After an update, the game would not load properly. A borderless window with a black screen would appear, but system usage remained minumal, and the computer became unusable and required a restart or to force Steam to quit. The fix was to go to the local game files, go into the data folder, then all the way to the bottom to the settings.ini. I set borderlesswindow=false and fullscreen=true. Saved the file. The game then started up through Steam without issue after that.
