Had to use

cd /steamapps/common/Torchlight II/lib64/

to create symlink

ln -s ~/.local/share/Steam/ubuntu12_32/steam-runtime/amd64/usr/lib/x86_64-linux-gnu/libfontconfig.so.1

This allowed the game to run without issue on Manjaro and Arch
