Needed to remove SpeechSynthesisWrapper.dll. Game refused to launch if that dll file was there.

Modded Skyrim runs smoothly even with 150+ mods. This is after running the Downgrade Patcher to bring Skyrim down to 1.5.97. I can confirm also that Nemesis and Mator Smash both work when run through ModOrganizer2.
