Is enjoyable at 30fps with occasional dips to mid 20s. I'd change the graphic settings as written below.

The first time I started the game I didn't skip the launcher. After that I added the skip launch options.
As written by RAGGED_BLADE, FSR sometimes degrades the details too much, and I even noticed a bit more stuttering with it enabled. I'd advise against using the Steam Deck preset, as it constantly drops to 20fps from my experience. I'd recommend the following settings, based on RAGGED_BLADE's settings, as it runs well and looks great with them: Texture Quality = MEDIUM; FidelityFX Super Resolution 1.0 = OFF; FidelityFX Sharpening = OFF; FoV = 90; Film Grain= OFF; Chromatic Aberration= OFF; DoF = ON; Lens Flare= OFF; Motion Blur = OFF; Contact Shadows = ON; Improved Facial Lightning Geometry = ON; Anisotropy = 16; Local Shadow Mesh Quality = HIGH; Local Shadow Quality = HIGH; Cascaded Shadows Range = MEDIUM; Cascaded Shadows Resolution = MEDIUM; Distant Shadows Resolution = LOW; Volumetric Fog Resolution = MEDIUM; Volumetric Cloud Quality = OFF; Max Dynamic Decals = HIGH; SSR Quality = MEDIUM; Subsurface Scattering Quality = MEDIUM; Ambient Occlusion = LOW; Color Precision = HIGH; Mirror Quality = MEDIUM; LoD = MEDIUM; Ray Tracing = OFF.

The first time I started the game I started it without skipping the launcher. After the first start I added the skip commands. At first the game was lagging a lot on the Steam Deck preset, but it turns out it's probably because of Proton GE. With GE-7-26 it had stuttering, but with the default version (Proton 7.0-4) it runs great. Can only recommend checking it out with the preselected settings, as it works out of the box.
To get longer battery life and a smoother framerate, I changed all in-game settings to default, set FSR2 to balanced and disabled V-Sync. Additionally it was important to cap the FPS to 30 in the QAM/Steam Deck Overlay, set a TDP of 11, and a GPU Frequancy of 1100 MHz.
This gave me mostly stable 30 fps and about 1.5h ~ 2h hours of battery life while still looking great.
In complex areas and certain Centres with online enabled, it occasionally dropped to the mid 20s and rarely to the low 20s. However this didn't decrease myfun and experience with the game, as it doesn't rely on high FPS, but rather the story and world itself.
I played through the entire game and beat 100% on the Steam Deck, and I thoroughly enjoyed it. Hope these setting work well for you and you can enjoy the game as much as I did on the Deck.
