After tinkering the game is playable without any issue of stutter, use the launch options and the required configurations.

The 2K launcher does not let the game run on proton, one of the launch options makes the game launch directly without that launcher.
You will have stutter if nvidia physx and vsync are enabled, also it's requiered to unlock the fps to stop the stutter.
The game is very annoying without the configs, it won't launch out of the box, as I said before disable nvidia phsyx, vsync and unlock the framerate or you will have serious stutter and don't forget to put the launch options.
Game runs at 60 fps without any battery optimization if you play it on low.
Game won't run more than 47 FPS, the average is between 35 - 47 FPS on deck, despite that the game is fluid and enjoyable.

Lower refresh rate to 47 and lock the fps to 47.
You need to set up the launch options, trying to launch the game from the launcher is not possible now and probably the game won't start without the launch option that everyone is recommending. Proton experimental is needed.
You can actually start the game and see the menu and configure your epic games account, the problem starts when you actually try to start to play.
Crashes on loading screen.
The game runs (mostly) at 30fps stable if you cap it, at some places the fps drops between a range of 20-29fps on version 1.0.4
At some parts of the game when fps goes lower than 30fps you can hear crackling, doesn't happen often.
In certain parts the game can run at arround 20 - 29 fps average
Rarely the ground disappear and some graphic artifacting and lesser graphic artifacting.
Finished the main game and left behind only on steam deck in version 1.0.4, game runs mostly at 30 fps with a few places where it drops for example inside buildings, underground places, rarely in intense focused sections of the game. No crashes or heavy graphical glitches encountered but a few and rare lesser graphical issues found at some places.
I suggested to still use the proton version that steam recommends (Proton Hotfix), using another made my game lag.
Overall, the port is playable from start to finish without major issues and mostly 30fps but expect drops, I suggest still waiting for new patches to have a more stable experience with this game specially on the deck.
You can play the plaza and minigames really well, condo stuff needs more optimization on the deck.
Changed back grip L4 button to respond as a ctrl key
When the game uses a lot of memory specially in condos the audio of the entire steam deck cut off for some seconds.
Game goes really fine until you load a heavily edited condo, then FPS goes between 25 to 15
Occasional crashes only on heavily modified condos when you alt tab out of the game on desktop mode.
You can load the plaza and minigames and play them just fine without issues, haven't tried going into a condo or hosting one at the time of this report.
I would not suggest to play this game on handheld, even the community layouts can't cover all the diverse controls that this game offer, if you gonna play it on the deck try using a keyboard and mouse.
Game runs surprisingly well when you play plaza and minigames, condo stuff just needs more optimization, specially with condos with a lot of workshop stuff, I/O logic and canvases.
Overall, Runs well but I wouldn't suggest playing it on the steam deck without a keyboard and mouse and try to be careful with condos specially if it using a lot of resources because if you alt tab the game on one of those you risk your game to get a crash.
P.S: PixelTrail Games has on their trello page that they will ship someday on the future an update that focus on make the game verified on the deck including controller support.
