As far as I understand, the performance issues are tied to the game itself and can be experienced across all platforms
The game runs pretty much flawlessly once you bypass the launcher with the given launch options. The other solutions given by this community did not work for me.
You just need to use touchscreen to go through launche after that the games runs very well

This is how I solved it, and I'm not sure why it works like this. Run steam from console with the -console flag (steam - console), then boot as normal.
Not Starting
Game doesn't start at all. Tried multiple Proton Version (6.3-8; 7.0-4; Experimental; bleeding-edge; GE-33)

My GPU hovers around 85°C - probably biggest issue.

Installs fine, won't launch game
After clicking "Play" it says "Running" for a few seconds, and then reverts to show the "Play" button.
Worked perfectly right after install!
Opened the game through the terminal by running "steam://rungameid/684450"
First ran with Proton 6.3 but failed to load. Worked great after forcing Experimental. One crash that was easy to recover from. Failed to exit the game fully one time, leaving a small process running in the background inflating my "Hours in game". Otherwise, works great so far.
I haven't seen any issues at all, works flawlessly with no tinkering.

Tried to rename/link the files/directories as suggested in an earlier note. Also tried Proton Experimental.
The preinstallation steps seem to work, but no game or launcher shows up and Steam also reverts to showing the game as not running (presumably crashed/exited)
The GPU goes to 100% and can lock up X after a while. I needed to reboot after this happened.

Not proton friendly
My GPU was running at 100% the whole time. I kept turning the graphics settings down, but even on the lowest settings (to the point where it looked like a 2002 game (Seriously! Army Men RTS looks better than this!)), it was still using up about ~70% of the GPU. I don't want to accuse Paradox of running a bitcoin miner in the background. I'm just saying a nearly flat surface and a handful of low poly models shouldn't be taxing my GPU like this. But YMMV.
The game actually does run. The problem is Paradox's launcher. That's what causes it to silently crash on start. The solution is to circumvent the launcher. This is probably the easiest way to do this: 1. Go to the install folder and move/link Aftermath64.exe, Aftermath_Data, and MonoBleedingEdge to the launcher folder. 2. Go into the launcher folder and rename/delete Paradox Launcher.exe. 3. Rename Aftermath64.exe and Aftermath_Data to Paradox Launcher.exe and Paradox Launcher_Data, respectively. This will make Steam skip the launcher and run the game directly. Which I would suggest doing even if the game runs just fine for you anyways.

Doesn't work with experimental or Glorious Eggroll, runs and exists. Didn't debug any further.

To launch the game, close steam completely and run 'steam steam://run/684450' from terminal.
When first launching the game, in the main menu there is a pop-up for accepting the EULA. Clicking "Accept" did not close the menu, but all the menu buttons are accessible, so I could just click "New Game" and ignore the pop-up.
This game did not auto detect that I could install it with Proton, so before installing I had set the proton version (I am having success with 5.13-6).

Game does not run unless steam is started via terminal
Having steam closed completely run "steam steam://run/684450" in your terminal will start steam and successfully launch the game
Run it with experimental version. I think there is need for some codec for the main menu video. Did not experience any issue within 3 hours of playing.
