game not starting (stuck at initial config)

i don't know if it's normal that the step 2 of the initial configuration (Microsoft VC Redist Package installation) is taking 3 hours (3hours and 25 minuts to be exact)
i also got a Steam Client Service windows open, it has just a white text on black background (the text say "The program cannot be launched, or no program is associated with the specified file. ShellExecuteEx failed: file not found)
