Tinker Steps:Switch to older version: 7.0-6
Expermential woul not launch the game, switched to Proton 7 and the game installed ther dependicies and launced normally afterwards.

Installed xOBSE, as other menu fixes didn't work for me.
Menu was grayed out for me and the Wine fix didn't work, but the OBSEX did.
Installed xOBSE :https://github.com/llde/xOBSE You will need to replace the OblivionLauncher.exe in the game folder with the obse_loader.exe (rename and replace) in order for Steam to run OBSE.
After that, the game launched, skipped the oblivion launcher and I was able to change everything I needed in game.
