Mission Select text is small
Stable 40fps Steam Deck Settings:
- Turn on per game config (Under performance settings)
- Put deck frame rate limiter to 40fps
- Put deck Refresh Rate to 40
- Turn on FSR (I put my sharpness at 3) under scaling
- Under the game properties, turn resolution to 1024x640 (Leave external and internal scale off), you can use the touchscreen to select the mission you want.
- In game, put quality at High, put frame limiter to 40fps
- Set in-game resolution scaling to 75%
Using the community controller config (Kingfisher's RoN NoJump v1) The controls from this community config were confusing at first, but after playing for a while here are some tips.
- Hold X for pressing the F key
- Press up on the dpad for orders, then use the buttons on the back of the device for selecting 1 - 4 (Top-left is 1, Top-right is 2, Bottom-left is 3, Bottom-right is 4)
- Hold down on the dpad to equip NVG etc
- Left and Right on the dpad changes between red, blue, yellow squad commands.
Go into Desktop mode, then download the XLive.dll provided by https://www.protondb.com/app/209100#BPPDgwj7HF and copy it into the install directory located at ~/.local/share/Steam/steamapps/common/Resident Evil Operation Raccoon City
Next, modify the installscript.vdf file at the install location and remove the following lines:
"live" { "hasrunkey" "HKEY_LOCAL_MACHINE\Software\Valve\Steam\Apps\209100" "process 1" "%INSTALLDIR%\support\Gfwlivesetup35.exe" "command 1" "/q /nu /norestart" "nocleanup" "1" }
I created a controller layout named "Steam Deck Controller Layout" that uses the keyboard bindings. Also I recommend this mod that will change the difficulty curve https://www.moddb.com/mods/orc-kill-everything-edition-the-mod/downloads/orc-kill-everything-edition-the-mod.

Text is a bit jumbled due to the compatibility layer, I recommend turning off subtitles.
Use the community layout I made or one that binds to the keyboard controls.
Put graphical settings to low. Framerate drops a bit during firefights.
GFWL not available therefore no multiplayer.
Look at the provided tinker notes for a good experience.

Games for Windows Live not supported
I got it working well on the Steam Deck (single-player only) by doing the following:
Set the compatibility layer to Proton 7.0-4.
Launch the game and it will install the DirectX installer, then start to install the Games for Windows Live installer. Quit once it starts installing GFWL and go into the Steam Deck Desktop Mode.
Download the XLive.dll provided from this comment on protondb (https://www.protondb.com/app/209100#BPPDgwj7HF) and move it into the install location at ~/.local/share/Steam/steamapps/common/Resident Evil Operation Raccoon City
Next, you will want to trick the install script to think its dependencies are already installed. Modify the registry file at this location
~/.local/share/Steam/steamapps/compatdata/209100/pfx/system.reg
Look for the entry like this
[Software\Wow6432Node\Valve\Steam\Apps\209100] 1664493303 #time=1d8d459df3b40c "vcredist"=dword:00000001
add the following lines
"directx"=dword:00000001 "live"=dword:00000001
save the file and then go back into Gaming Mode. The game will now launch straight into the executable.
The controller will not be detected. I created a controller layout named "Steam Deck Controller Layout" which maps to the keyboard controls.
