As mentioned by other reports, numerous areas such as the velvet room, the dorm room, and also certain areas within Tartarus stutters with framerate dipping into 20fps even with reflection turned off. However, for some reason, the steam deck on windows performed way better compared to steamOS, which dictates that something is not right with Proton itself.
According to this Source, it appears that the problem is a result of broken shaders caused by Proton. As such, the only feasible tinkering method to resolve the stuttering issues is through using Proton Experimental - Bleeding Edge. Once you have switched to this version of proton, Tartarus gameplay is much smoother with consistent 60FPS at Resolution Scale 100%, Shadow Medium, and Reflections turned off. Velvet Room still stutters when the light appears in the background, but it is much smoother with 40FPS dips rather than the usual 20FPS dips.
Numerous stutters would occur due to broken shaders as reported in this source. Before, certain areas in tartarus, the dorm room, and also the velvet room would stutter and dip up to 20fps.
By applying the latest proton hotfix, the aforementioned stutters are now barely noticable, and I get consistent 60fps in most areas. For tartarus, there are still occassional dips but I can confirm that it's mostly 60fps. My dorm room no longer has a low framerate and it is locked 60fps. For the velvet room, whenever the background light appears it'll at most cause the game get 48fps, but most of the it is 60fps now. And this is tested on my end with Resolution Scale 100%, Shadows High, and Reflections off.
