After upgrading to Fedora 40 I had no issue. On Fedora 39, the window would freeze in full screen but the game would still react to input; I could move around and go through menus, but I couldn't see any of it.

Windowed mode is buggy. I can't shrink it or move it around because it does the "waterfall" effect, or the "windows solitaire victory cards screen" effect.
I didn't have any of the issues that other people have had. I didn't make a paradox account, I simply jumped right into the game from the launcher and it all works perfectly.
