With the fix applied and lowering Shadow Quality to "Standard", I think the experience is enjoyable.

The game suffers from poor gpu utilization, and applying this fix will improve the frame rate and gpu utilization (also applies to other recent Gust games like Blue Reflection: Second Light). https://github.com/doitsujin/atelier-sync-fix/
The game defaults the Overall Quality to the "High" preset, lowering Shadow Quality from "High" to "Standard" will give a significant frame rate increase from 28 to 44. (This was with the fix applied).
