Without D9VK, the game runs at about 40-50 FPS in combat or otherwise crowded areas, and 60 elsewhere, but almost randomly freezes up, slowing the whole system down. With D9VK, performance is much better, almost constant 60 FPS, however it reliably freezes after fast traveling to intensive areas, occasionally with a "ran out of video memory" error. Multiplayer with a friend slowed to 10-15 FPS in combat, however that is not thoroughly tested.
It's a lot of work to set up, and not everything works, but the end experience is overall satisfactory

Loading screens between areas don't load, and character introductions in Sanctuary don't play. They still stop your movement to run them, but nothing happens
Struggled to hit 60fps in intense areas despite the age of the game and the power of my hardware. Unknown if there's a similar problem on Windows
The HD Texture pack often freezes the game if texture quality is set at high. Solved by either dropping texture quality to medium or not using the HD pack
While certainly playable, the experience is not enjoyable, and there is a better method to play the game.

The right 2/3ds of the screen are tinted black, and any black screen effects only affect that side.
Some maps slow the game down significantly, becoming even slower in combat or while other menus are up.
To run the game with much better performance, In the game's install folder, inside the www folder, run the index.html file. This launches the game in your web browser, giving a massive performance boost. This can be bookmarked in your web browser for a convenient link.
The game for the most part runs beautifully. I played on max settings except for SSAA, and achieved 60fps for most of the game, dropping to ~40 in the crowded city. Some audio is missing, such as the SEGA logo on startup, and arcade games, hence the Silver ranking.
