To get the game started I had to add the file enshrouded_local.json in the game folder with following content: {"version": 3,"graphics": {"windowMode": "Windowed"}}

After that I restarted the game and all other settings were loaded into the file. I could then change to fullscreen ingame etc without any problems

The overall problem getting it started was the missing config file. By adding that manually, everything works.
