Edited (Steam library folder)/Once Human/Documents/GraphicConfig.xml to manually enable DX12 by replacing the 0 to 1 in the line:
<setting_enable_d3d12>0</setting_enable_d3d12>
to
<setting_enable_d3d12>1</setting_enable_d3d12>
Even though using DX12 reduces the stutters the game's reliance on network streamed assets still causes some stutters while loading the area, enemies and foliage. This makes the game near unplayable when using DX11. Loading in and out of the menus is still a tediously slow process
The game works flawlessly, I have hundreds of hours on it and I haven't experienced any inherent issues.

For those that experience stutters, the solution is closing the launcher after starting the game. The "stutters" happen every time the literal slideshow of the launcher updates.

The stutters and low fps mentioned in most reports are caused by the launcher's literal slideshow, every time it changes the featured picture the game and the whole system experiences a sudden slowdown. Close the launcher after starting the game.
