Basically unplayable in cities not even dialing down my settings helped. Dont think I should get insane fps drops for multiple seconds given my hardware.

If you get the "easy anti-cheat library loading failed" on login you need to install the Proton EAC Runtime on steam.
If you dont mind having multiple micro-freezes from time to time, go for it
