It appears this game is so picky about its environment. It worked for me after troubleshooting for a while. This issue was very much unclear until I read the proton logs. The media I had this game installed on was not mounted with "exec" permissions. I modified my /etc/fstab file, and appended "exec" options to each of my drives with steam libraries, and that fixed it for me.
