Game fails to launch if it is installed on a hard drive or partition different than where Steam is installed, stumped me for a few days before figuring out that was the problem. Once I moved the install folder to the same drive Steam is installed to it worked flawlessly; granted I don't hit 60fps in the open world, but that maybe my hardware showing it's limits. I 'll further tweak settings to see if I can get better performance, as I left everything on it's defaults.
