The game is stupid - it doesn't understand the concept of an iGPU and a dedicated GPU, so you must tell it exactly which GPU to use using the launch options - for me, since I wanted to use my dedicated Radeon card, I had to point it to my Radeon ICD configuration file (which should be present by default on Steam installation).
