In addition to the fix of renaming fallout2HR.exe to Fallout2Launcher.exe I had to re-install the game into the default steam game directory under home (actually re-install, moving the install via steam didn't work). I originally had it installed on another hard drive but the log from proton would claim that my user didn't own some of the compatability files. After the re-install it launched fine.
