Rem - you only need launch options so you get the first inital screen grab. After relaunch remove it.
Tinker Steps:Switch to older version: 7.0-6, Set launch options
use proton 7.06 and " PROTON_USE_WINED3D=1 %command% " for launch option

Launch Flags:Disable Esync
This seems to be required for Linux Mint and other Ubuntu based distributions as literally all attempts for changing/updating "ulimit" (researched as the problem via steam/proton log) resulted in "too many file requests."
(If I remember correctly that was the error.)

Overall (online):Excellent
I got about 10 more frames using the GE version of proton with no changes to Proton/Steam/FO76. But both do work soon as I turned off Esync.
