Had to disable and re-enable fullscreen on my first startup to get it to work, after that it worked flawlessly.

Edit the options file (SteamLibrary/steamapps/compatdata/1367320/pfx/drive_c/users/steamuser/Documents/My Games/CloseCombatCrossofIron/OPTIONS.TXT) to set PlayVideos=FALSE, or the game will crash on launch. After this fix, the game works fine (but videos will not play).
