Since the new patch everthing is working fine. You need to active GE-Proton or Experimental.
On the first start-up you will need to login to your ubisoft-client. If the game does not start after the first login, just restart the game. It should work fine afterwards.
For 60-fps settings I just use the default high preset, it rarly drops below 60fps.
