Rockstar Launcher required me to log on once then was not an issue
You must disable FSR and VSync in the game options menu otherwise it will repeatedly crash on startup. This can be worked around by editing the graphics settings file in the game folder in Desktop Mode.
Just to add to my previous report. VSync and FSR were causing crashes. Various versions of Proton work fine (GE, Experimental, Hotfix and 10.1 beta) so the crashing issue was in-game options and not a proton issue.

Rockstar launcher sign in required.
Hardware Fps cap crashes the game on start up. Disable in the steam overlay.
Works very well once in game (stable 40fps on High). Occasional crashes on start up can be fixed by removing fps cap in the steam overlay or switching Proton (GE, Experimental and Hotfix worked well)

Dont tinker with FSR in in-game settings. I did that and it borked the game. Had to go in manually and change it in "settings.xml" as ResScaling to 0.
Apart from this works quite well.
Limited frames to 45
As detailed earlier.

Was only able to launch the game when the Rockstar Launcher is was to run in offline mode unless I set said launch arguments.

50-60 FPS with high settings. If Launcher hangs, reboot helps.

i have to start the game without internet otherwise game would freeze then crash
game perform so much better compared to legacy

It's just a shame that they won't let Steamdeck gamers play GTA Online.. I have almost 2,400 hours on my account from 2015.. I haven't played in a while and I know I would come back heavy if they would just contact Battle Eye
but I have a feeling Rockstar wants us to buy the game again for Switch 2 so we'll see how this plays out

Online doesn't work, unfortunately. Adding linux support is so easy for battleye, and they just won't. Otherwise runs stable 60fps easily.
15w tdp, 40fps
Rockstar Games login
Infrequent stuttering, maybe once every 15 minutes, for about a half second to a second.
Raytracing actually works on the deck, surprisingly

overall story mode is fine. but online breaks because the deck cant run battleye. i would reccomend just as a wah to play portabably cassuly
game would feeze then come back
online broken
USE EZ ANTI CHEAT ROCKSTAR

The save files are stored in a documents folder somewhere in compatdata instead of your real documents folder for some reason. I got to it by searching "Rockstar Games" in compatdata using KFind, but if I can edit this then I'll put the exact path name.
I tried importing a 100% save I found online for legacy edition, but I'm not sure if raw legacy saves are unsupported if they don't go through Rockstar's one-time transfer service or if it's maybe just because it was for a version that was too far out of date, as I remember seeing in a Steam Community post that legacy edition saves work just fine and they are indeed the same format.

GTA Online does not work
Only Story Mode is playable, but aside from that, the game runs great on Steam Deck.

Works out of the box on the deck, used the default official proton version (proton 9.0-4).
Works well out of the box on the deck, using default proton version (proton 9.0-4 at the time of this report).
Lowered graphics to minimum and runs almost 60 fps all the time with no v-sync.

"game already running" error on first Rockstar Launcher run, worked after a restart
Default graphics options get a solid 45fps
Unable to sync with my save file from Legacy edition

Online Multiplayer not working due to BattleEye Anti-Cheat

Online doesn't work. You can load in but will be immediately met with an error complaining about a lack of battleye.
I've tried using proton - hotfix but it's the same issue.
