In certain areas the level geometry blinks out of existence for a frame or two now and then. It's only a graphical issue and doesn't affect gameplay even if it's kind of annoying, but at least it doesn't happen in most parts of the game.
Without the launch option set it can be just as unstable as on Windows without the fan patch. My experience on the Steam Deck was about the same as on my Linux desktop though: the launcher is mildly annoying and the graphical glitches in certain areas are mildly annoying, but otherwise everything works fine.

Install FF13Fix. Set the following options in the .ini for FF13Fix: PresentationInterval to -1, TripleBuffering to 0, and IngameFrameRateLimit to -1.
Install Powertools and set SMT to off. The 'performance' scheduler helps a bit too.
Launcher is a bit fiddly - tick 'never show again' after the first go around.
Some stuttering esp. when loading in to new areas, but it's not too bad, and didn't really hurt the experience.
Runs at a constant 60fps with tweaks. Very playable. If you're a tinkerer, don't be put off by the deck verified status for this one - if anything ran a bit better then 13 for me.

30 FPS cap via FFXIII fix
Severe stuttering all throughout the beginning of the game, both in cutscenes and gameplay, and even the main menu. Might be shader related but performance is so bad that it isn't worth dealing with.

Install PowerTool via Decky and disable SMT (down to 4 CPUs) and install FF13fix, you will get 45fps most of the time
reduce fps sometime only, still better than none.

40 fps lock
Requires mouse and keyboard type input
LordSprite is right, turning off half-rate shading fixed the garbled font issue. Thanks for the tip!
PROTON_FORCE_LARGE_ADDRESS_AWARE=1 %command%
Refresh Rate and FPS Set to 40.
Must use mouse to get past launcher. This can be disabled after first use.
Game will not launch with full screen enabled.
Framerate drops occasionally. Feels like Shader Caching but its much better on Proton Experimental vs GE Proton.
I had a way better experience in Experimental vs GE Proton. This is much more stable then native windows running on Steam Deck but Windows did feel smoother, though with basically no battery controls in that OS.
I found that Half Rate Shading made text difficult to read. I think this may be why so many repot this. This was enabled in my default layout before used a per-game profile here. Turn this off and your text will be fine.

Game can be played for several hours with framerate limiter and refresh rate are set to 40.
Launch window requires use of touch screen or mouse to configure graphic settings initially, but can be turned off for subsequent play.
There are some freezes when objects/animations are loaded for the first time, as though there are shaders being compiled at these times.
Good battery life despite the often complex graphical effects. Can play this game for over 4 and a half hours with settings turned down.
Frames locked at 30 for the most part, except in some cutscenes when it drops to ~15 occasionally.
Running Proton 7.0-3, all defaults, no fixes. FF13Fix actually made this game run worse for me on the Deck. Keyboard button prompts are selected by default, with no way to change them to controller button prompts until after you have completed the initial battle and QTEs with Lightning, and are controlling Serah in New Bodhum.

have to use Steam button + R stick or pad to interact with launcher
font was garbled as to be barely readable
I did apply the FF13 fix
Funziona anche utilizzando la versione standard di Proton, ma con performance molto scarse. Con Proton GE le performance sono buone
Works on steam deck on the standard Proton version, but with very poor performance (unplayable). Proton GE works fine.
It actually runs better then on Windows if you use the settings I mention below. I'm running 3440x1440 with the 4800 shadow resolution!
PROTON_FORCE_LARGE_ADDRESS_AWARE=1 DXVK_ASYNC gamemode
Cloud save from windows didn't transfer over. Unsure why.
The game will lag heavily while loading shaders if you don't use either
DXVK_ASYNC or PROTON_USE_WINED3D
Both have pros, and cons.
DVXK_ASYNC gives you more FPS, but you will have more stutters from shader cache.
PROTON_USE_WINE3D activates OPENGL mode less fps, but also less stuttering.
I haven't tried the mods yet that add back rain, and other things. I know they work fine. They shouldn't mess up your performance. You can skip the exe patch by using PROTON_FORCE_LARGE_ADDRESS_AWARE
I know this isn't a popular game anymore, but it has interesting mechanics. One of the few ways to play it now without owning a PS3, or Xbox360. It can't even be emulated yet. Good luck, and have fun. Like I said it runs MUCH better then on windows so this is the definitive way to play it.

I tried several tweaks without resorting to 3rd party software. PROTON_FORCE_LARGE_ADDRESS_AWARE=1 is mandatory unless you're using the patched executable. I found no performance difference between the two options. I tried all of the Proton versions to find which works best and the most modern versions provide the best performance but crashes are more frequent with those. I found 5.13 to be the best compromise for good performance while minimizing crashes. Audio crackling under 5.13 is infrequent and rare. Audio crackling is less frequent under more modern Proton versions and more frequent under older versions, being most frequent in Proton 4.X. Slowdowns do occur when entering new zones, but it only happens once. Once you allow the system to process everything the game will run normally.

6.19-GE-2 GloriousEggroll
FFXIIIfix, Leviathan Tears, DLC, and Xbox button support. I also attempted to use steamplay.
Textures pop in and out constantly during gameplay. World pop-in.
Input was sometimes laggy. I couldn't even start the game because it wouldn't let me select Normal, or easy with my controller. Keyboard became unresponsive to the game aswell.
I modified FF13fix.ini turning on the games constant polling for a gamepad/keyboard which seems to activate maybe every minute? So every minute my inputs worked until I made a selection in a menu.
LB, and RB were also binded to up/down on the control stick for some reason which breaks one of the games core battle functions. Up/down worked normally pressing LB/RB moved the cursor up making it impossible to paradigm shift. Couldn't get keyboard commands to work for it either.
Could not get the save menu to load. I believe it saved since I have a save. However it's kind of terrifying. If you can get the mapping to work it would be playable.
Starting the game, and on load screens fps will drop as low as 1.
This game doesn't play well on PC. Lots of PS3s are dying due to thermal paste drying underneath a dye you can't remove without a special tool, and emulation for this title sucks.
Needed to minimize crashes.
Occasionally the map will flash which can be jarring.
Significant stutters are common.
Pretty frequent until large address aware is set, fairly rare afterwards.

The experience by default is terrible. However, going through the FFXIII fix process (https://github.com/rebtd7/FF13Fix) and setting the launch options listed above help resolve the vast majority of the issues. I get letter boxing with Glorious Eggroll so I was unable to run with that.
Overall, I get more stutters with XIII-2 than I did with XIII, however I find XIII-2 playable as the important parts are responsive enough--I never had the invisible enemy issue, for example.
The game seems to have some problem with DXVK's shader cache system. Regular WINED3D has smaller stutters
Minor problems with hair, shading, then 1 big problem when a specific character got into "sillouette mode". It definitely wasn't common and didn't spoil my experience.
For some reason, the game's engine is poorly optimized with DXVK (which usually helps in performance)
- I'm on Fedora 34 KDE (for some reason not captured my Steam System Information).
- Played through the whole game on a wireless dualshock 4.
- I tried all available alternatives (including proton tkg and proton ge), even DXVK ASYNC, that runs smooth but that TOTALLY breaks the game to an unplayable state. Apparently, the game has to load scenes and assets in a given time and a given order for its quick-time events.
- I found the best compromise was to disable DXVK, then stutters and load times were way more bearable.
- The game seems to benefit heavily from raw cpu performance (GHz).
- I disabled cloud saving because of some recommendations, but I don't recommend it, since I didn't feel that much of a difference. Try it for yourself and see if there's any difference. If you want to keep your progress through different installations, leave it on.

PROTON_PULSE_LATENCY=60 PROTON_FORCE_LARGE_ADDRESS_AWARE=1
Also used tasksel
to set CPU affinity to utilize all but 2 of my CPU cores for this game.
ALT+TAB to other windows does stop controller input, replugging the controller was my workaround.
There are dramatic frame drops every time a new scene loads (Walk into a new map location or transition into cutscene). I installed the FF13fix files from a previous report: https://github.com/rebtd7/FF13Fix . It signifcantly improved performance. The framedrops are still present and noticeable, just not as dramatic.
Overall, the game runs pretty well. The biggest, most-notable issue is the framerate.
I played through FFXIII on Linux and the performance was significantly better. I used the same fix for FFXIII-2.
Not sure if it's a Linux issue but my Xbox S controller worked fine but the game used keyboard layout.
Game stutters and runs at an unacceptably low frame rate.

Use : WINEARCH=win32 PROTON_FORCE_LARGE_ADDRESS_AWARE=1 %command%
And the lagfix : https://github.com/rebtd7/FF13Fix
When using surround, there are no voices during FMVs.
The game is extremely CPU demanding. Which makes it very slow (between 25 and 60 FPS on my system), while not even starting the fans of my GPU. I've also had to limit the number of cores used adding taskset -c 0-5 to the launch command. After testing, 6 cores seems the be the sweet spot. Also, shaders compiling takes time every time you arrive to a new area. The game is extremely slow during these few minutes.
2 Crashes in more than 40 hours of gameplay, so no big deal.
Full playthrough with Steam controller. The performance is pretty bad, which is probably more due to the port rather than Proton itself. No crashes during the playthrough, but hangs were frequent. Playable, but not enjoyable.
My launcher graphic settings were 720p, 2xmsaa and 1024x1024 shadows to get rid of the blocky eyebrows. I also used vkBasalt post processing to make the game look better (https://github.com/DadSchoorse/vkBasalt). My vkBasalt config settings were effects = smaa:cas:deband
Steam launch options: WINEARCH=win32 PROTON_FORCE_LARGE_ADDRESS_AWARE=1 ENABLE_VKBASALT=1 %command%

I used the lagfix found here: https://github.com/rebtd7/FF13Fix For my feeling this helped smooth out gameplay (could be a placebo effect since I don't have a way of confirming this) Furthermore either the D9VK flag or 4xMSAA forced from the nvidia driver helped fix the eyelash/hair issues (probably because the 4xMSAA does not do anything from the launcher). If they ever decide to whitelist FF13-2 (or FF13, which I recently finished) these launch flags should be default and they should find a way to extract the launch details from the gamelauncher.
Used this fix to smooth out gameplay: https://github.com/rebtd7/FF13Fix
WINEARCH=win32 PROTON_FORCE_LARGE_ADDRESS_AWARE=1 %command% T

for this game you need a 32bit prefix, is easy .. in Set Launch Option put: WINEARCH=win32 PROTON_FORCE_LARGE_ADDRESS_AWARE=1 %command% That is to have a 32-bit prefix and Force Large adrres in ON , it works with any game that requires it.

Runs great. No crashing. Still has graphical problems with some hair like the original FFXIII.

runs without crashes after applying the patch for large address aware ( part of the fixes for windows too , you can find a windows executable that does it for you, just run it with wine on the game exe ) and disabling steam cloud saves.
Without those two fixes, the game crash very frequently ( I was not even able to finish the prelude ).
AA still does not work though, whatever setting you use in the launcher, so hairs and eyelashes looks like crap, exactly like FFXIII.

Freezes/Controls fail as soon as you start a new game. Keeps reinstalling .NET Framework

Ran the game out of the box (Proton 4.2-5), and wasn't really able to play it. Sometimes the game would crash while loading, or sometimes I would be able to play for only a few minutes before it would crash. I tried running with all different video options (full screen, windowed, shadow options, resolution, etc) but nothing seemed get around the issue. Also, as with FF13, the Xbox 360 controller would seem to hang whenever a pop up window stole focus. I fixed this by pressing the top left lower trigger several times, usually 6-10 presses. But I would have to do this every single time a window popped up.

I have Final Fantasy XIII, and I have this equally, but with the pfx generated of FFXIII-2 steam does not work, but change the pfx, to Final Fantasy XIII and it works flawless, only that they do not have sound effects, only voices .
The reason is because in FFXIII install many libraries such as VCRUN, .NET etc etc ..
But when you install it manually, there are problems.

Config menu works, seems to crash unless full-screen native resolution is used. Gets to the main menu, can start or load a game. Crashes at the end of loading. Tweaks had no effect.

It runs out of the box but has performance issues. Same as in Windows. Also AA is not working, that means hair and eyelashes are somewhat blocky, This happens on windows too if AA is disabled. The performance is dropping to <5 FPS in action scenes and sometimes the game crashes to desktop which makes it unplayable imo. Using WineD3d helps a little but still not good enough. A newer CPU may help as my 6350 is a bit old.

Nothing on launch

doesn't launch at all

The game requires a lib that only works in 32-bit prefixes, which proton currently does not support.

Does not start - probably similar to FF XIII
