Just turn off your wifi before launching and it will start in offline mode. I don't mean run steam in offline mode, I mean turn off your wifi. You can turn it back on once you reach the menu.
This is for the Open Playtest of the game since the game isn't released yet as of the writing of this report.
According to SteamDB (https://steamdb.info/app/2561990/depots/) the game requires VC 2022 Redist and DirectX Jun 2010 Redist. Normally those are provided by Steamworks Common Redistributables but it seems to not be working correctly at the moment.
The easiest way to install them is the run protontricks like so: protontricks 2561990 d3dx9 vcrun2022
Or if you prefer winetricks, make sure you're in the pfx directory for the game (/home/{your_username}/{your_steam_path}/steamapps/compatdata/2561990/pfx) directory run winetricks: winetricks d3dx9 vcrun2022
