Find the steamapps folder, then go to compatdata and find the game number for Fallout 4 (should be 377160 unless you installed outside of steam)
Go to: [game number]/pfx/drive_c/users/steamuser/Documents/My games/Fallout4
In that folder look for 2 files called "Fallout4.ini" and "Fallout4Prefs.ini" Open those files and change 'iPresentInterval=1' to 'iPresentInterval=0' This will disable vsync but will break the physics, make sure to cap the FPS to 60 in some other way, such as launch options (such as the provided launch options)
Do the same for file called 'Fallout4Prefs.ini' in a folder called 'Fallout 4' where the .exe itself is installed to. The location may change depending on how you installed it.
IMPORTANT: if you change graphics settings you will have to do this again
Changing game configs and launch options nearly comptetly fixed this up
Remove 'DXVK_HUD=fps' to disable FPS counter
The game launches without 4.11-12, then shuts down right away. With 4.11-12 it works fine
While The game launched and went into gameplay (it does not have a main menu). It was extremly glitchy and ran at about 15 FPS

May be an issue on my end due to a large amount of virtual machines running. This game does seem much more graphically intensive then CPU though, so maybe not
With no tinkering, game cannot start at all unless your default proton is 4.11.
