Tinker Steps:Custom Proton: GE-Proton9-27
After hours of tinkering, switching from an NVIDIA to AMD GPU, etc., it did eventually work. Totally worth it.
Also, it only works for me if I run the game from within SteamVR Home's diagetic UI. No menu, no clicking Play on Steam, etc. Not sure why, but it works now!
