Sometimes exiting a building/area to the Commonwealth will cause the game to get stuck on the loading screen (noticed it happen often when exiting the police station where the brotherhood were holed up). In some cases, loading may take multiple minutes, but that's quite rare.
Ran surprisingly well on the OLED deck, even at 90fps. This was starting a new save, without any mods (just GOTY edition). Played roughly 25 hours with the majority of the time spent on the deck, but was also able to switch between the deck and PC without any issues.
The deck can maintain 90fps very well, but going more densely packed areas such as Diamond City and the surrounding areas can cause frame dips to 70ish for a brief time. Multiple enemies on screen (>4) will also cause FPS to dip if there are a lot of weapon projectiles firing. In most cases within buildings, you can hold 90 fps pretty well. Note that the playstyle was a melee build utilizing VATS heavily, which helps mitigate the occassional frame dips.
The Institute is not able to maintain a good framerate for some reason. I'm sure you could get a locked 60 with some settings tweaks, but having it run at 90 fps felt noticably better to me (plus it's also annoying having the graphics settings only changable within the launcher). Battery life was also good. No TDP limit set, and the total wattage was roughly 12W.
