Following other comments here I installed dotnet472 and vcrun2015

Changes to the Ingame settings (like resolution and refresh rate) won't be saved. You have to manually change them in the config File.
Therefore go to your Steam wine prefix folder ~/.steam/steam/steamapps/compatdata/[Steam Game ID]/pfx/ and inside this navigate to
drive_c/users/steamuser/Application Data/InterstellarRift.
There you should find a file called Config.json.
Open it with your prefered editor and change ScreenWidth, ScreenHeight and ScreenRefreshRate to your liking.
Plublic server won't be listed.
