Hangs at Rockstar Social Club

I installed the game and tried different starting parameters. I disabled cloud save right from the beginning because other comments said it to cause problems.
I see a loading screen for the social club but it never actually launches. The tray icon is visible and i can enter its settings but the real launcher isn't launching.

The initial menu is still text on white background but the actual game starts now. You can navigate the menu and everything until the actual gameplay starts. Then you have picture that freezes within a second.
