There were occasional crashes when running GTA Online but adding the property mentioned in this comment to my steam entry seems to fix it

OUTRIDERS
Demo launches and immediately says app is not responding

I installed the demo for OUTRIDERS and the game immediately becomes unresponsive. Waiting for the game to respond just displays a cool new black screensaver.

UPlay connect is unable to find the license

Due to Ubisoft and UPlay Connect's shenanigans it needs a CD activation key. Which is installed as DLC which UPlay is unable to find to activate the game. Steam also has no clear way of just grabbing the key so the game launches to UPlay and that's where the experience stops.
